ORGANIZATION OF SAFETY ORIENTED CONDITIONS FOR ENTREPRENEURIAL DEVELOPMENT IN UKRAINE

Abstract

According to the Ministry of Economic Development of Ukraine, almost 20% of the country’s GDP is created by entrepreneurship. Experience of economically developed countries, such as the USA, Germany, China, shows that entrepreneurship acts as a support for the country and create about 50% of its GDP. The level of business development demonstrates and influences on the level of competitiveness of the country at the international arena. This data indicates, that there is the need to organize safe conditions for the business development. Since the basic for the development of each sector of the economy is the legal framework, the transparency of the legal environment plays a key role in shaping the conditions for the business evolution. The article: examines the current stage of the legislative reform in Ukraine's implementation of the Association Agreement with EU; analyzes the consequences of changes in the business legislation;  highlights the main directions and institutional environment of the organization of conditions for security-oriented development of entrepreneurship; analyzes environments and their interrelation in which the entrepreneurship operates; highlights the peculiarities of the state policy in the field of taxation as the main factor which influences on the entrepreneurship. The article specifies international programs for financing and other assistance available to Ukrainian business structures, initiated by the European Bank for Reconstruction and Development, the European Investment Bank, and other European organizations.
